The details

Facade inspections (FISP, Local Law 11)

Buildings over six stories need a facade inspection report every five years. Cycle 10 is split by the last digit of the tax block number. 10A (blocks ending in 4, 5, 6 or 9) must file by Feb 21, 2027. 10B (0, 7 or 8) files between Feb 21, 2026 and Feb 21, 2028. 10C (1, 2 or 3) opens Feb 21, 2027 and closes Feb 21, 2029. Missing the filing can mean $5,000 a year, and late filing $1,000 a month.

Gas piping inspections (Local Law 152)

Every building with gas piping, except one and two family homes, needs a gas piping inspection by a Licensed Master Plumber every four years. In 2027 it is Community Districts 11, 12, 14, 15 and 17 in every borough, due by Dec 31, 2027. The owner files the GPS2 certification within 60 days of the inspection. Failing to file can mean a $5,000 penalty.

Emissions reports (Local Law 97)

Buildings over 25,000 square feet file an annual emissions report, certified by a registered design professional, by May 1. The May 1, 2027 report covers 2026 emissions. After a 60-day grace period, a late report is penalized at 50 cents per square foot per month.

Energy and water benchmarking (Local Law 84)

Covered buildings submit benchmarking data by May 1, 2027. A missed deadline is $500, plus $500 at each missed quarterly deadline, up to $2,000 a year. The energy grade label is issued Oct 1 and must be posted within 30 days. Not posting it is $1,250.

Energy audits and retro-commissioning (Local Law 87)

Buildings over 50,000 square feet file an Energy Efficiency Report once every ten years, by the last digit of the tax block number. In 2027 it is blocks ending in 7. DOB has used Dec 31 as the due date, and its 2027 notice usually comes out early in the year. Missing it is $3,000 the first year and $5,000 each year after.

Boilers

Low-pressure boilers need one inspection in 2027, and high-pressure boilers an internal and an external inspection. Each report is filed within 14 days of the inspection. Late reports are accepted until Jan 14, 2028 with a $50 a month late fee, after which the penalty is $1,000 per boiler.

Elevators

Every elevator needs a periodic inspection and a CAT1 no-load test in 2027, plus a CAT5 full-load test every five years from the last one. CAT1 reports are filed within 21 days. Not filing a CAT1 is $1,000 for a residential building and $3,000 for a non-residential one.

HPD registration and annual notices

Residential buildings with three or more units, and one and two family homes where the owner does not live, register with HPD by Sept 1, 2027. Multiple dwellings also deliver the window guard and lead paint notice in the first half of January, collect responses by Feb 15, and file the bedbug report in December.

Natural gas alarms (new for 2027)

Residential units with gas service must have natural gas alarms installed on or before Jan 1, 2027. DOB has said this date will not be extended.

Fire alarms
